Personal Services Contracts
Riverview School District partners with independent contractors, consultants, and service providers to support our students, staff, and programs. If you will provide a workshop, training, consulting, speaking engagement, interpretation, or any other professional service to the district, a Personal Services Contract is required before any work begins.
All contracts must be approved by the School Board before services are provided. To keep the process simple, we've combined every required form into a single packet. Complete the applicable forms, gather the required attachments, and submit the full packet to the Business Office.
Please note: under Washington State labor law, a current Riverview School District employee cannot be engaged as a personal-services contractor. Work a district employee performs for the district is compensated through payroll, not by contract.
How to Submit a Personal Services Contract

Download and review the Personal Services Contract Packet.

Complete the Submission Checklist and the Contractor & Service Information form, including the Student-Access Determination.

Review the Terms & Conditions and sign the Signatures page. The requesting school or department completes the approval and budget sections.

Attach a completed, signed IRS Form W-9 (required unless a current one is already on file).

If you will have unsupervised access to students, complete fingerprinting and a background check and attach evidence that it has cleared.

Attach a certificate of insurance naming the District as an additional insured.

Submit the completed packet to Purchasing at purchasing@rsd407.org or RSD Educational Service Center, PO Box 519, Duvall WA 98019.

After services are complete, submit your invoice for payment.
Important Information

Board Approval Required. No services may begin until the contract is fully executed and approved by the School Board, and a purchase order has been issued.

Background Checks for Student Contact. Contractors with regularly scheduled unsupervised access to students must complete a Washington State Patrol/WATCH and FBI background check, including fingerprinting, that is cleared before starting. Contractors who are supervised at all times and have no direct unsupervised student access are not required to be fingerprinted.

W-9 Required. A current W-9 is required to set up payment. 1099s are mailed by January 31; tax liabilities are the contractor's responsibility.

Independent Contractor Status. Contractors are not district employees and are responsible for their own taxes, insurance, and withholding.

Insurance Required. All contractors must provide a certificate of general liability insurance ($1,000,000 per occurrence) naming the District as an additional insured before work begins. Additional coverage applies for unsupervised contact with minors.

Payment. Payment is made only after services are satisfactorily rendered and a completed invoice is received; the district cannot pay in advance.
